- Short title, extent and application this Organization shall be called as “Bangladesh Scouts”. Its Headquarter shall be situated at Dhaka, to be named as National headquarters.
- It extends to the whole of Bangladesh. No Scouts or Scouters shall be allowed to remain outside this organization and they will not be allowed to organize any other organization in the name of scouting.
